Prokon LLC, a construction and project management subsidiary of Nobel Oil Services, announced the appointment of Ogun Sancaklı as the General Director in January 2017.
Mr. Sancakli has over two decades of experience in engineering and project management within the energy industry. He had worked internationally across Russia, Turkmenistan, Kazakhstan and Azerbaijan.
Mr. Sancakli started his career in 1993 as an engineer and site manager, working in numerous positions for GAMA, and advanced to project management positions with Petronas, Technip and Ilk Insaat. He has additionally managed projects in conjunction with MMHE, KNM, and the Sumatec Corporation, Malaysia, Merhav, Israel, GC, Japan and Bateman, USA. In 2011 he joined Azerbaijan Methanol Company and used his construction expertise to manage the construction of the AzMeCo Methanol Refinery.
Along with his career in different companies, Mr. Sancakli founded HICC (the Heavy Industry and Construction Company), and has since been responsible for completing projects across Russia, Azerbaijan, Georgia and Turkey. Successful projects of HICC include SOCAR Black Sea and Poti Methanol Terminals in Georgia, Gunashli DDO-4 Oil and Gas Platform in Baku, Azerbaijan, Konya Wind Turbine Farm in Turkey, Global Story Engineering PVC Plant in Nijninovgorod, Russia, etc.
Mr. Sancakli has a BA in Mechanical Engineering from Dokuz Eylul University, Turkey.
Enerso Jabrayil Signed Key Agreements to Accelerate Clean Energy Transition
We are pleased to announce that on June 2, during Baku Energy Week, Enerso Jabrayil signed several key agreements—a Power Purchase Agreement (PPA), a Transmission Connection Agreement (TCA), a Land Lease Agreement, and a Balancing Agreement. These agreements are part of the framework established under the Investment Agreement signed with the Ministry of Energy on April 4, 2025, for the development of the 50 MW ‘Ufug’ (Horizon) Solar Power Plant in the Jabrayil district.

Nobel Energy has signed a Memorandum of Understanding (MoU) with the General Company for Carbon Economics under the Iraqi Ministry of Environment, establishing a framework for cooperation on climate action, environmental projects, and sustainable development in Iraq. The MoU was signed during the First International Conference on Carbon Economics held in Baghdad.
